Painting a picture on flagstone

I have a flagstone that I want to paint a picture on. The stone will sit outside a friend's place of business - it will be a piece of advertisement for her business. I want to know if I need to pre-treat the surface before painting - is there a product I should use to prevent "flaking?" I don't want to paint a picture and then have my piece start to chip and flake as I've seen flagstone do before. I will definitely seal the picture afterwards - especially since the stone will be sitting outdoors. I picked up Patio Paints in a variety of colors to use - they were recommended for painting on rock. Any advice you can give to me would be greatly appreciated. Thank you so much for your time.
