Flagstone patio repair

I'm trying to figure out the right way to proceed with my patio issue, whether to have it stripped or sandblasted. I had my flagstone patio sealed right after installation and it appeared white. They came and power washed the film off and resealed it. Then a year later because it still had a whitewashed look to it, I had what I thought was a glossy seal applied to it but realized later it was a stain. Now almost a year later there are white splotches all over our patio. Your thoughts would be most appreciated on the best way to take care of this.
