white efflorescence covers just installed bluestone patio

Our contractor just installed a dimensional Pa. bluestone patio over the 1960 cement patio. It is mortared under and between stones .

It was rainy during part of the time. Now there is a white scum over the flagstone. Repeatedly he used full strength muratic acid and rinsed Still very obvious scum and also has white globs which he is trying to scrape off. He thinks it was too wet when he installed and he didn't clean up until after all done. A MESS!

What can he do to clean these beautiful flagstones? Please Help!
