wet construction flagstone patio

I want to lay a flagstone patio 20x20 on soil but I want it permanent. Should a lay concrete down first and then set the stone or set it in mortar and come back and mortar the grooves? Trying to figure out how to lay it in wet construction and not in sand?

Install the concrete first

Dear Josh,

You want to lay a four or five inch thick concrete slab first and let it harden up for at least 24 hours. Then you can lay your flagstone on top of that.
