water permeation through slate stone walkway

I have a 150 old victorian row house in boston and there is a slate walkway to the lower door (under main stairs) that seems to be troubled by water permeation. The underside of the slate (roof of basement) is flaking off in large pieces, and there are actual water drops in the area where the slate stones join (visible from the basement). The top surface of the join has been sealed many times, and the stone and joint has been painted with multiple layers of water-resistant paint. How do I remedy this seepage and leak??
