Settling Flagstone Patio Leaving Gap Next to Foundation

We have been in our house (previously owned) for 4 years and over that time the Arkansas flagstone patio (with concrete between the flagstones) has done some settling and has resulted in gaps away from the foundation and in some places siding. Should these gaps be caulked to prevent water/snow from getting down between and freezing? Our winters in KS are typically very cold. I'd think this could cause additional problems with future concrete cracking if the gaps are left open. If so what's the right way to tackle this?

It's good to know what is beneath the flagstone. You might eventually have to take it up and re-do the base. But you would definetly need to grout again to stop any fluids from entering and causing more trouble.
