How to clean up a flagstone patio with pebbles?

I bought a house with a dry pebble flagstone patio--see photo, after I cleaned it. I think it is horrible and dirty, especially since it leads to the kitchen with a hardwood floor. It is in an open area of about 12-foot square with walls. Can it be converted or mortared to become smooth and clean to walk on? What needs to be done and how much should it cost?

HOW DID YOU CLEAN IT AND WHAT CHEMICAL?
YOU COULD USE POLYMERIC SAND THAT WILL GET IN THE CRACKS OF THE PEBBLES. ADD A LIGHT SPRAY OF WATER TO THE SAND AND IT WILL HARDEN. BE SURE TO COVER ALL YOUR PEBBLES. THE I WOULD USE PROSOCO DURASHEEN. FOR A WET LOOK APPEARANCE AND WATER PROOF.
