help with finishing without pulling up patio

was wondering how to fill in joint of flagstone patio that was just laid on sand but not finished and we want portland between joints not sand

You can fill in cement joints with a sand foundation, but the joints will crack fairly soon. Some people like the cracked look, so it's not a problem. You may have to replace many joints over the years as well. Also, you have to make sure that your sand underneath is really compacted to avoid as much shifting as possible.

You really are better off filling your with sand.
