HELP !! SEALING A FLAGSTONE PATIO

When we moved into our house, we put in a flagstone patio ourselves. The booklet from the wholesale supply where we bought the stone and materials said to finish off the patio with a final layer of slag sand, sweeping away whatever didn't fill in the spaces between stones.
Over the past 6-7 years, we seldom used our patio because the slag makes it impossible to go barefoot, and
it tracks into the house!!! The climate here in MI gets
cold and we are afraid to do anything really permanent,
like mortar, in case it crumbles. Would Permalock sand be a good idea?? or would sealing by itself work??
WE ARE DESPERATE!!!
