Grouting stone laid in sand

First, I purchased and watched your Flagstone video in preparation for laying my flagstone patio. Very helpful! Now my question.
Can flagstone that is laid in sand be grouted so that the joints will not crack? I have been advised by one professional that if one desires a flagstone patio with mortared joints that will best resist cracking, then I should lay the flagstone on a concrete foundation. His recommendation is based on the theory that stone laid in sand is more likely to move. Alternatively, and assuming I lay the stone in sand but wish to avoid creating sand-filled joints, is there a type of grout or joint filler that will will expand sufficiently to permanently hold the stone in place?
