Most codes throughout the United States require 40 degrees so I would not even consider any mortar or grout installation unless it's 35 degrees and rising. Some building and materials codes are inaccurate to the real world but this one is about right.

You can't if it's freezing. It will compromise the concrete.
We have grouted many times in the winter in Colorado but the concrete sits at least 8 hours in above freezing weather.
