flagstone vs. cement for walkway

Elderly parents have cement walkway with 2 steps, goes to porch. It is crumbling, it needs replacing. Is flagstone as safe as cement for someone using a walker?

Flagstone is a rough surface. Concrete is smooth, so it would be safer for a walker.

On top of that, you said your concrete is crumbling, so you'll need to replace the concrete in order to lay flagstone. Therefore, I would just go with concrete.
