Flagstone Over Existing Concrete

Is it a problem to lay flagstone over a concrete patio?Do we need to put down something on top of it before laying the flagstone? Or can we just start with a mix of the sand and Portland cement as a base right on top of the concrete slabs?

You can lay right over the existing concrete as long as the foundation is sound. Most of what my dad has done is just that.
