Concrete slab vs. sang for installing flagstone walkway

We have had varying opinions as to the best installation
method for an Arizone flagstone walkway; on a concrete slab using mortar or on a base of sand of limestone. Can you settle this?

Dear Jackie,

It depends on the conditions. If your area has a lot of shifting and moving, then the concrete and flagstone will crack and could pop up. A lot of people don't mind the cracks so they lay it in concrete.

By laying it in sand, the stone and sand will shift with any movemnet. The problem with sand is you'll get weeds and uneven stones over time.
